With respect, this is mistaken. Trying to punish an incompetent contractor isn’t evidence of a broken state exchange. On the contrary, both are in perfectly fine shape overall—Massachusetts has its old system which it has defaulted to, and Vermont in particular is actually kicking everyone’s ass at enrolling their eligible population.
In fact, it’s probably not a coincidence that these two states—probably in the best position respecting Obamacare of any in the nation—are the ones attempting to get their money back. If things were a true crisis, then they would be hunkered down like the Feds are, frantically trying to keep the exchanges on their feet. It takes some confidence to risk a disruption to the system.
